Hercesa participates in the SIMA round table on public-private partnerships
Juan José Cercadillo, CEO of Hercesa, participates in SIMAPRO in the round table "How to make public-private collaboration more efficient?

On May 21, as part of SIMA 2025, our CEO, Juan José Cercadillo, participated in the roundtable discussion, “How to Make Public-Private Collaboration More Efficient?” This forum is a key venue for discussing the shared responsibility of governments and developers in promoting affordable housing.
Fernando Moliner, Vice President of ASPRIMA and CEO of ACTIVITAS, moderated the session, which was attended by representatives from all sectors involved. From the private sector were David Botín, General Manager of Affordable Housing and Flex Living at AEDAS HOMES; Francisco Pérez, CEO of CULMIA; and Juan José Cercadillo, CEO of HERCESA. From the public administration was María José Piccio-Marchetti, Director General of Housing and Rehabilitation of the Community of Madrid.
Juan José Cercadillo was very clear from the beginning: “I am not aware of any real estate process that does not require collaboration between the public and private sectors. No operation is possible without the public administration.”
During his speech, he stressed the importance of building mutual trust as a basis for streamlining procedures and processes: “We simplify when we trust. And simplifying is the key to efficient project delivery.”
He also proposed reviving successful models from the past in order to address current challenges. The more I analyze the system, the more I believe in solutions like providing public land at no cost while ensuring responsible profit margins. It is essential for administrations to take action by using the land they already own for the benefit of society.”
The conference also served to share visions aligned around improving regulations, facilitating financing and redesigning the collaboration model. This spirit was reflected in the closing headlines of the round table discussion:
- Continue to improve the collaborative model for making affordable housing available to citizens.
- Doing a lot together and doing it well.
- Land available to society.
- Triple the supply of affordable housing.
