Hercesa At REBUILD 2025, Hercesa showcased its affordable housing success story in Guadalajara.
Carlos Valverde, the director of industrialization, presented the public-private partnership model that made it possible to build 156 affordable rental homes through ICO financing and industrialized construction processes.

Carlos Valverde, Director of Industrialization at Hercesa, shared the company’s experience at the round table “New ways of building residential properties” at REBUILD 2025, one of the most important forums on innovation in construction in the sector.
Moderated by experts and featuring representatives from other companies, the roundtable addressed the keys to transforming residential development through new processes, collaboration models, and construction technologies.
Mr. Valverde provided a clear, entertaining, and visual overview by presenting a case study: the project for 156 affordable rental homes in Guadalajara. Hercesa is developing this project through a public-private partnership model that is pioneering in several respects. His presentation left no one indifferent.
During it, Carlos explained how the project, “Public-Private Partnership: Design, Construction, and Management of 156 Affordable Homes in Guadalajara,” became a reality by cooperating with public agencies. He also discussed how Hercesa was awarded two municipal plots on Acebedas Street in the Remate de las Cañas area. Each of these will contain 78 affordable social housing units. The model’s scope encompasses not only design and construction, but also the management of the homes for a period of 75 years, after which they will revert to the public body.
One of the project’s most notable milestones is its financing. It is the first operation formalized by the Official Credit Institute (ICO) to promote the industrialized construction of affordable housing.
The homes are being built according to energy efficiency and environmental design criteria in accordance with European sustainability policies. The development will feature an industrialized façade with architectural concrete panels, which speeds up construction without compromising quality or performance.
Carlos explained that the contract was awarded in June 2024 and that the work is expected to be completed in December 2025 thanks to the industrialized model. This is a very tight schedule, made possible only by precise planning and the choice of innovative construction systems.

Thanks to the industrialized system, the construction was completed in record time.
